Property Development Procurement Specialist - Dublin

Our client is currently looking for an experienced Procurement Executive as key member of the Procurement team.
This person must have a minimum level 6 qualification in Public Procurement with a minimum of 3 years’ experience in Public Procurement.
Experience with sustainability procurement.
Experience with Public Spending Code.
Experience in tendering in the utilities sector. The person will be responsible for the successful tendering and contract management of goods and services for the whole company.
Experience in the various tendering procedures, such as Frameworks, Qualification systems, Dynamic Purchasing Systems, Competitive Dialogue and the Negotiated procedure.
Ensure best practice procurement
Carry out tender process in line with EU Directives
Carry out tender process in line with CIE Policies and Procedures
Negotiate with suppliers
Achieve value for money through tendering
Ensure timely and efficient awarding of contracts
Carry out requests for quotes
Liaise with Government Departments, the company management and staff
Responsibility for the review and management of contracts procured by the Procurement Department
Develop and maintain relationships with suppliers and with end users
Ensure terms and conditions of contracts are being adhered to throughout the term of the contract
Track actual spends and highlight variance in budget and actual spend
Develop relevant KPIs to assist with analysis of costs and supplier performance
Periodic review to ensure costs are accurate for period
Consider automation of processes, where possible
Skills & Knowledge required for this role:
Qualification in Public Procurement, minimum requirement is level 6
Minimum of 3 years’ experience in Public Procurement
Desired knowledge & hands-on usage of SAP
High level of proficiency in Microsoft Excel & Word
Commercial & business awareness
